A legal heir (Varisu) certificate, issued by the Tahsildar, identifies a deceased person's heirs and is used to transfer property, pensions and utilities. A succession certificate comes from a civil court and is needed for debts, securities and disputed cases. Neither, on its own, transfers land — the patta still has to be changed.

A legal heir certificate does not decide each heir's share or settle a dispute between heirs. Where a will is contested, an heir won't cooperate, or securities are involved, a succession certificate (or probate) is the route.
The step people miss for immovable property
Tamil Nadu keeps the heir certificate and the land record separate. Obtaining the Varisu certificate is only half the job — the patta still has to be transferred under the Tamil Nadu Patta Pass Book Act, 1983, and for a flat the undivided share and the apartment-association records must line up. So the certificate alone does not make an heir the owner of record.
