An encumbrance certificate is an official record from the Sub-Registrar of every registered transaction on a property over a period — sales, mortgages, gifts and charges. In Tamil Nadu you apply for it on the TNREGINET portal. It is the core check for existing loans or claims, but it only covers registered documents.
What an EC shows
The encumbrance certificate, issued by the Sub-Registrar's office, lists the registered transactions recorded against a property for the date range you request — sales, mortgages, gifts, leases and other charges. It is how you spot an existing home loan on the property, a prior sale, or a registered charge that could affect what you are buying.
What it does not show
- Unregistered transactions or oral arrangements.
- Pending court cases or disputes.
- Unpaid property tax or utility arrears (those are separate checks).
So a clean EC is reassuring but not the whole picture — read it alongside the parent documents, patta and, for dues, the local body and utilities.
How to apply on TNREGINET
- Register and log in at the TNREGINET portal (tnreginet.gov.in).
- Go to E-Services → Encumbrance Certificate → Search and Apply EC.
- Enter the zone, district and sub-registrar office, the village and survey/sub-division number, the date range, and the property details.
- Pay the search fee and submit. Once the Sub-Registrar verifies the records, the signed EC is usually uploaded to your account within a few working days.
